... The liquidation of the immigrants' businesses and realization of their capital. Currency and transfer regulations make it very difficult for the immigrants to realize their capital in order to invest in Palestine. I believe that this problem will not find its solution without negotiations and an agreement with the German Government . Such negotiations would no doubt enjoy the support of the public in various countries, and a solution must be found based on concessions and advantages for both sides. It may be necessary to increase German exports to Palestine or to establish a guarantor company to insure the liquidation of immigrants' businesses over a long period. This matter requires study, effort and speedy attention....
