The UN also recognizes two states with Non-Member State Observer Status[3]: Holy See (1964) and Palestine (2011)

[1] By Resolution 2758 (XXVI) of Oct. 25, 1971, the General Assembly decided "to restore all its rights to the People's Republic of China and to recognize the representative of its Government as the only legitimate representative of China to the United Nations."
[2] In December 1991, Russia assumed the permanent Security Council seat previously held by the U.S.S.R.
[3] Non-member observer states are recognized as sovereign states and are free to submit a petition to the Security Council join as a full member at their discretion
