Safe Passage, Seaport Agreements Finalized

On August 23, 1999, Palestinian and Israeli negotiators finalized an agreement to ease movement between the Palestinian-controlled areas in the Gaza Strip and the West Bank. The safe passage will open on October 1, 1999, and allow Palestinians to travel on the road from the Erez crossing in the northern Gaza Strip to a village near Hebron. Palestinians can use this route now but are required to request permits that can take days to obtain.

Negotiators also reached an agreement on the construction of a seaport in Gaza. This too will commence on October 1.
