Habib Meetings Regarding Lebanon War Ceasefire

Secretary of State George Shultz wrote this memo to President Reagan regarding the difficulty of sustaining a ceasefire in Lebanon and finding a country that will accept PLO combatants who agreed to leave Beirut to meet Israeli conditions for ending the fighting.
