United Nations: Voting Coincidence with the United States

In 2017, the 10 countries with the highest voting coincidence with the United States were, in descending order: Israel, Micronesia, Canada, Marshall Islands, Australia, United Kingdom, France, Palau, Ukraine, and the Czech Republic.

The 10 countries with the lowest voting coincidence with the United States were, in ascending order: Zimbabwe, Burundi, Iran, Syria, Venezuela, North Korea, Turkmenistan, Cuba, Bolivia, and South Africa.

The Department of State updated its methodology for the 2017 report to ensure that abstentions are reflected and to emphasize the votes taken on final resolutions over those taken on preliminary texts. These updates are intended to capture more accurately the voting conduct of UN member states. Of the 323 resolutions adopted by the UN General Assembly in 2017, 93 resolutions required a vote (29 percent) and 230 resolutions were adopted by consensus ‘without a vote’ (71 percent).
