Prime Minister Netanyahu’s Pardon Appeal to President Herzog

(November 27, 2025)

On November 27, 2025, Prime Minister Benjamin Netanyahu sent a personal letter to President Isaac Herzog, appealing for unity and national healing amid escalating internal divisions and the aftermath of one of Israel’s most difficult wars. Netanyahu emphasizes his lifelong commitment to Israel’s security and cohesion and acknowledges the heavy responsibility placed on the president in deciding on a pardon. He argues that ending the criminal proceedings against him is necessary so he can fully devote his energies to unifying the nation, rebuilding its strength, addressing urgent strategic challenges, and ensuring Israel’s victory and security.

The following is the full text of the letter.

Honorable President,

In recent years, the growing tensions and divisions across the nation and between the branches of government have deepened.

I am aware of the heavy burden you face in deciding the matter in accordance with your constitutional authority.

I am grateful for the great responsibility you bear, with complete dedication, toward all citizens of Israel.

As you know, I have always acted, and continue to act, for the unity of the people and to strengthen the resilience of the nation. I have always seen before me the good of the state.

In the past two years, the people of Israel have faced one of the most difficult and complex wars in our history. I therefore believe it is now necessary to heal the rifts, reduce the flames, and turn our attention solely to the enormous challenges facing us.

I ask, in accordance with the constitutional authority granted to you, that you end the criminal proceedings against me so that I may devote all my energies and abilities to the reunification of the people, to the healing and rebuilding of the nation, to ensuring our victory in this fateful struggle, and to strengthening Israel’s security.

With respect,

Benjamin Netanyahu
Prime Minister
