Israeli Humanitarian Operations: Aid to the Gaza Strip

(June 2010 - Present)

Israel facilitates the entry of humanitarian supplies into the Gaza Strip for the benefit of the civilian population, despite the fact that Gaza is controlled by Hamas - a terrorist organization that has declared its intention to eliminate the Jewish State.

The amount and variety of goods entering Gaza every day has increased exponentially since 2010.

Essential food products including meat, chicken and fish, grains and legumes, fresh vegetables, dairy products, oil, flour, salt and sugar, in addition to animal feed, hygiene products, clothing, school supplies, medicines and medical supplies are among the goods regularly delivered to Gaza. A wide variety of commodities - including spices, cakes and candies, toys, cosmetic products, housewares and other items according to the demands of the vendors and the customers - were added to the list in Israel's civilian policy towards Gaza, adopted June 2010.

Israel suspended shipments of cement to Gaza's private sector in early April 2016, after learning that a senior Hamas official had been confiscating large quantities of the cement and using it for nefarious purposes. These cement shipments were reinstated one month later, after an investigation by the Israeli Foreign Ministry revealed that 95% of the cement shipments were being diverted from civilians and used for Hamas military installations.

The only goods restricted are weapons, war materials and certain items that have military as well as civilian applications.


January 2015

- 15,205 tons of construction material , and 16.8 million liters of fuel were delivered from Israel to Gaza.
- 804 tons of goods were exported from Gaza and marketed in Judea and Samaria.
- 11,826 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

May 2014

- 5,392 truckloads of goods, including 1,949 truckloads of food products and 986 truckloads of construction materials, were delivered from Israel to Gaza.
- 4 truckloads of goods and boxes were exported from Gaza.
- 14,328 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

April 2014

- 3,724 truckloads of goods, including 1,674 truckloads of food products and 603 truckloads of construction materials, were delivered from Israel to Gaza.
- 3 truckloads of goods and boxes were exported from Gaza.
- 11,867 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

February 2014

- 4,364 truckloads of goods, including 1,705 truckloads of food products and 908 truckloads of construction materials, were delivered from Israel to Gaza.
- 14 truckloads of goods and boxes were exported from Gaza.
- 12,256 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

January 2014

- 4,838 truckloads of goods, including 2,215 truckloads of food products and 572 truckloads of construction materials, were delivered from Israel to Gaza.
- 31.5 truckloads of goods and boxes were exported from Gaza.
- 14,888 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

December 2013

- 4,522 truckloads of goods, including 2,135 truckloads of food products and 644 truckloads of construction materials, were delivered from Israel to Gaza.
- 54.5 truckloads of goods and boxes were exported from Gaza.
- 12,006 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

November 2013

- 4,172 truckloads of goods, including 1,936 truckloads of food products and 111 truckloads of construction materials, were delivered from Israel to Gaza.
- 10 truckloads of goods and boxes were exported from Gaza.
- 12,584 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

October 2013

- 6,381 truckloads of goods, including 2,319 truckloads of food products and 1,493 truckloads of construction materials, were delivered from Israel to Gaza.
- 5 truckloads of goods and boxes were exported from Gaza.
- 10,595 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

September 2013

- 5,549 truckloads of goods, including 1,947 truckloads of food products and 1,700 truckloads of construction materials, were delivered from Israel to Gaza.
- 4 truckloads of goods and boxes were exported from Gaza.
- 8,589 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

August 2013

- 4,790 truckloads of goods, including 1,894 truckloads of food products and 1,328 truckloads of construction materials, were delivered from Israel to Gaza.
- 22 truckloads of goods and boxes were exported from Gaza.
- 5,816 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

July 2013

- 6,639 truckloads of goods, including 2,102 truckloads of food products and 1,952 truckloads of construction materials, were delivered from Israel to Gaza.
- 109 truckloads of goods and boxes were exported from Gaza.
- 6,128 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

June 2013

- 4,967 truckloads (130,513 tons) of goods, including 1,127 truckloads of food products, were delivered from Israel to Gaza.
- 1,568 trucks of construction material, 321 trucks of medicine and medical equipment and 1,218 trucks of miscellaneous products were delivered to Gaza.
- 2,831 tons of cooking gas were imported into Gaza through the Kerem Shalom crossing.
- 5,777 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

May 2013

- 5,439 truckloads (146,829 tons) of goods, including 1,196 truckloads of food products, were delivered from Israel to Gaza.
- 1,441 trucks of construction material, 282 trucks of medicine and medical equipment and 188 trucks of electrical products were delivered to Gaza.
- 5,785 Palestinians, including medical patients, passed into Israel through the Erez Terminal.

March 17 - 23, 2013

- 1,157 truckloads (31,953 tons) of goods, including 310 truckloads of food products, were delivered from Israel to Gaza.
- 38,011 liters of diesel fuel for Gaza power plants and 781 tons of cooking gas were delivered via the Kerem Shalom crossing.
- 5 rockets were fired from Gaza; 2 of those hit southern Israel.

February 3-9, 2013

- 1,445 truckloads (42,898 tons) of goods, including 363 truckloads of food products, were delivered from Israel to Gaza.
- 159,092 liters of diesel fuel for Gaza power plants were delivered via the Kerem Shalom crossing.
- 2,360 Gaza residents entered or passed through Israel via the Erez Crossing.

November 25 - December 1, 2012

- 1,289 truckloads of supplies were transfered from Israel to Gaza.
- 267 Gaza patients (and companions) crossed into Israel for medical treatment.

November 14-21, 2012
     (Operation Pillar of Defense)

- 108 truckloads of supplies - including medical supplies, food, and gas - were delivered from Israel to Gaza.
- 26 Gaza patients crossed into Israel for medical treatment

- 1,500 rockets fired from Gaza hit Israel during this period; six Israelis were killed as a result of these rocket barrages.

October 21-27, 2012

- 1,108 truckloads of supplies were delivered from Israel to Gaza
- 224 Gaza patients (and companions) crossed into Israel for medical treatment
- 145 rockets fired from Gaza hit Israel during October 2012. There were no injuries reported

July 15-21, 2012

- 1,256 truckloads of supplies were delivered from Israel to Gaza
- 309 Gaza patients (and companions) crossed into Israel for medical treatment

- 6 rockets fired from Gaza hit Israel during this period. There were no casualties or damage reported.

May 13-19, 2012

- 1,147 truckloads of supplies were delivered from Israel to Gaza

April 2012

- 4,123 truckloads of goods were delivered from Israel to Gaza
- 1,364 Gaza patients (and companions) entered or passed through Israel for medical treatment
- 12 rockets and 2 mortars fired from Gaza hit Israel during this period. There were no reports of casualties.

March 2012

- 3,653 truckloads of goods were delivered from Israel to Gaza
- 1,375 Gaza patients (and companions) entered or passed through Israel for medical treatment
- More than 300 Rockets were fired from Gaza at Israel during this period. Around 30 people sustained injuries.

February 2012

- 4,003 truckloads of goods were delivered from Israel to Gaza
- 1,326 Gaza patients (and companions) entered or passed through Israel for medical treatment
- 27 Rockets fired from Gaza struck Israeli territory during this period. There were no injuries reported.

January 2012

- 4,967 truckloads of goods were delivered from Israel to Gaza
- 1,570 Gaza patients (and companions) entered or passed through Israel for medical treatment
- 10 Rockets and 8 mortars fired from Gaza struck targets in Israel during this period. No casualties were reported.

December 2011

- 4,569 truckloads of goods were delivered from Israel to Gaza
- 1,289 Gaza patients (and companions) entered or passed through Israel for medical treatment
- 28 Rockets and 6 mortars fired from Gaza struck targets in Israel during this period. No casualties were reported.

November 2011

- 5,390 truckloads (149,165 tons) of goods, including 2,521 truckloads of food products, were delivered from Israel to Gaza.
- 3,187 tons of cooking gas were delivered via the Kerem Shalom crossing
- 1,336 Gaza residents (patients and companions) entered or passed through Israel for medical treatment via Erez Crossing.

- 10 Rockets and 5 mortars were fired at Israel from inside Gaza during this period. No injuried were reported.

October 2011

- 3,875 truckloads (107,215 tons) of goods were delivered from Israel to Gaza.
- 2,214 tons of cooking gas were delivered via the Kerem Shalom crossing
- 1,022 Gaza residents (patients and companions) entered or passed through Israel for medical treatment via Erez Crossing.

- 47 Rockets and 20 mortars were fired at Israel from inside Gaza during this period. One person was killed and at least 30 injuries were reported.

September 2011

- 4,945 truckloads (136,785 tons) of goods, including 1,503 truckloads of construction materials and 1,728 truckloads of food products.
- 2,575 tons of cooking gas were delivered via the Kerem Shalom crossing
- 1,522 Gaza residents (762 patients, 760 companions) entered or passed through Israel for medical treatment via Erez Crossing.

- 3 Rockets and 1 mortar were fired at Israel from inside Gaza during this period. No injuries were reported.

August 2011

- 4,852 truckloads (126,813 tons) of goods, including 1,483 truckloads of construction materials and 42 truckloads of medicines and medical equipment.
- 3,013 tons of cooking gas were delivered via the Kerem Shalom crossing
- 1,127 Gaza residents (patients and their companions) entered or passed through Israel for medical treatment via Erez Crossing.
- 150 Rockets and 51 mortars were fired at Israel from inside Gaza during this period. One person was killed and at least 23 injuries were reported.

July 2011

- 4,678 truckloads (120,598 tons) of goods, including 1,167 truckloads of construction materials and 26 truckloads of medicines and medical equipment.
- 3,010 tons of cooking gas were delivered via the Kerem Shalom crossing
- 1,516 Gaza residents (patients and their companions) entered or passed through Israel for medical treatment via Erez Crossing.
- 16 Rockets and 1 mortar was fired at Israel from inside Gaza during this period. There were no casualties reported.

June 2011

- 4,750 truckloads (118,956 tons) of goods, including 1,092 truckloads of construction materials, were delivered to the Gaza Strip.
- 2,678 tons of cooking gas were delivered via the Kerem Shalom crossing
- 1,404 Gaza residents (patients and their companions) entered or passed through Israel for medical treatment via Erez Crossing.
- 222,000 liters of diesel fuel for transportation and 35,000 liters of gasoline were delivered.
- 3 Rockets were fired at Israel from inside Gaza during this period. There were no casualties reported.

May 23-31, 2011

- 1248 truckloads (34,012 tons) of goods, including 340 truckloads of construction materials, were delivered to the Gaza Strip.
- 1 truckload of flowers was exported from the Gaza Strip.
- 826 tons of cooking gas were delivered via Kerem Shalom crossing.
- 434 Gaza residents (patients and their companions) entered or passed through Israel for medical treatment via Erez Crossing.

May 15-22, 2011

- 1331 truckloads (36,127 tons) of goods, including 300 truckloads of construction materials, were delivered to the Gaza Strip.
- 1 truckload of flowers was exported from the Gaza Strip.
- 826 tons of cooking gas were delivered via Kerem Shalom crossing.
- 373 Gaza residents (patients and their companions) entered or passed through Israel for medical treatment via Erez Crossing.

April 24-30, 2011
On April 25, there was no activity due to the Passover holiday.
- 846 truckloads (20,026 tons) of goods, including 72 truckloads of construction materials, were delivered to the Gaza Strip.
- 1 truckload of flowers was exported from the Gaza Strip.
- 684 tons of cooking gas were delivered via Kerem Shalom crossing.
- 275 Gaza residents (patients and their companions) entered or passed through Israel for medical treatment via Erez Crossing.

March 27-31, 2011
- 1183 truckloads (33,939 tons) of goods, including 312  truckloads of construction materials, were delivered to the Gaza Strip.
- 3 truckloads of flowers were exported from the Gaza Strip.
- 1024 tons of cooking gas were delivered via Kerem Shalom crossing.
- 356 Gaza residents (patients and their companions) entered or passed through Israel for medical treatment via Erez Crossing.

March 20-26, 2011
- 1409 truckloads (42,820 tons) of goods, including 425 truckloads of construction materials, were delivered to the Gaza Strip.
- 8 truckloads of flowers were exported from the Gaza Strip.
- 823 tons of cooking gas were delivered via Kerem Shalom crossing.

After repeated attacks on the Karni Crossing from the direction of Gaza, the crossing was closed and Sufa Crossing was reopened to take its place for delivering aggregates.

Monthly summary: July 2010

 Following the Cabinet’s decision to expand civilian activities in the Gaza Strip, the capacity of the Kerem Shalom crossing was increased; 31 new projects were approved, of which 17 are USAID projects; a joint COGAT-PA team was established in order to promote projects that are funded and supervised by the international community.

  During the month there was an increase of 19% in the volume of truckloads entering the Gaza strip. Overall, 3,665 truckloads entered the Gaza Strip through the Kerem Shalom crossing and the Karni conveyor. 
   
 - 4,140,046 liters of Heavy Duty Diesel, 3,230 tons of Cooking Gas, 76,438 liters of Gasoline and 345,646 of Diesel fuel were transferred to the Gaza Strip. 

 - During July the equipment from the Libyan flotilla was transferred into Gaza (73 truckloads). Also, the transfer of equipment and items from the Turkish flotilla continued (88 truckloads).
  
 - 2,338 Palestinians entered Israel, the West Bank and abroad, including 161 Palestinian businessmen, and 924 international staff members entered\exited the Gaza Strip.  

 During July, several high-ranking members of the international community visited the Gaza strip, among them the High Representative of the European Union for Foreign Affairs and Security Policy, Mrs. Catherine Ashton, and 62 other diplomatic delegations.

Projects implementation
 The transfer of equipment for approved projects in the Gaza strip has continued:
The rehabilitation of Al- Quds hospital (AFD); 151 housing units in Khan Unis (UNRWA); Greenhouses (USAID); Agricultural Family Plots (USAID).

Humanitarian Infrastructure
 - During the month the supply of electricity and water from Israel was maintained.
 - In July, 4,140,046 liters of diesel fuel for the power plant were transferred according to PA’s requests (increase of 19.6% in comparison to June);3,230 tons of cooking gas; 76,438 liters of gasoline and 345,646 liters of diesel fuel for transportation were transferred into the Gaza strip.
-Two truckloads of equipment for the water authority were delivered as requested by the PWA. 14 truckloads of equipment and spare parts were delivered to the Palestinian Energy Authority.

Movements and Permits
2,338 Palestinians exited the Gaza Strip through Erez crossing.
Overall 2,457 permits were issued for Palestinians to cross through Erez:
o 1,509 permits for 764 patients and 745 companions, to receive medical treatment in Israel, the West Bank and abroad.
o 8 permits were issued for embassy visa interviews.
o 3 permits were issued for the attendance of medical seminars.
o 178 permits were issued to travel abroad.
  161 businessmen (BMC holders) exited the Gaza Strip.

Weekly summary of the Gaza crossings: 18-22 July 2010
- 995 truckloads (22,526 tons) of goods, including 27 trucks carrying 797 heads of cattle, and furniture were delivered to the Gaza Strip. This also includes 5 truckloads of goods from the Turkish flotilla and 73 truckloads of food from the Libyan ship (that arrived via Egypt). 
- Thirty-five trucks delivered 1400 tons of aggregates to the Palestinian side of Kerem Shalom for construction work being done there to expand the capacity of the crossing.
- 827,251 liters of heavy diesel fuel for the Gaza power station, 95,000 liters of gasoline for transportation,  and 761 tons of cooking gas were delivered via Kerem Shalom crossing.
- 358 Gaza residents (patients and their companions) entered Israel for medical treatment via Erez Crossing. 

Weekly summary of the Gaza crossings: 11-17 July 2010
- 928 truckloads (20,739 tons) of goods, including 40 trucks of cattle, were transferred to the Gaza Strip.
- 1,175,333 liters of heavy-duty diesel for the Gaza power station, 250,646 liters of diesel fuel and 76,438 liters of gasoline for transportation, 275,544 liters of diesel fuel for heating  and 948 tons of cooking gas were delivered via Kerem Shalom crossing.
- 326 Gaza residents (patients and their companions) entered Israel for medical treatment via Erez Crossing. 

Weekly summary of the Gaza crossings: 4-10 July 2010
- 769 truckloads (16,051 tons) of goods were transferred to the Gaza Strip. Among the goods were mattresses, paint, and electrical appliances - washing machines, ovens and refrigeraters.
- 892,403 liters of heavy-duty diesel for the Gaza power station  and 935 tons of cooking gas were delivered via Kerem Shalom crossing.
- 372 Gaza residents (patients and their companions) entered Israel for medical treatment via Erez Crossing.

- 797 truckloads (17,850 tons) of goods were transferred to the Gaza Strip. Among the goods were school supplies, cosmetics, toys, housewares, and aluminum, glass and wood for construction projects.
- 906,973 liters of heavy-duty diesel for the Gaza power station  and 931 tons of cooking gas, in addition to 84,000 liters of gasoline, were delivered via Kerem Shalom crossing.
- 337 Gaza residents (patients and their companions) entered Israel for medical treatment via Erez Crossing.

- 652 truckloads (14,110 tons) of goods were transferred to the Gaza Strip. Among the goods were school supplies, candy, toys, blankets, curtains, towels, and glass and wood for construction projects.
- 591,807 liters of heavy-duty diesel for the Gaza power station  and 984 tons of cooking gas, in addition to 36,000 liters of gasoline for UNRWA, were delivered via Kerem Shalom crossing.
- 276 Gaza residents (patients and their companions) entered Israel for medical treatment via Erez Crossing.
