The Peace Process: U.S. Reaction to Recognition of the PLO's Unilateral Declaration of Statehood

(November 23, 1988)

State Department cable providing talking points to diplomats to persuade their host governments not to recognize the Palestinian state declared by the Palestine National Council in Algiers during its meeting November 12-15, 1988. The cable notes that some countries have already accorded recognition to “Palestine” and the United States would like to prevent this from snowballing. The talking points lay out the U.S. position against unilateral steps and the need to hold face-to-face negotiations based on the principles established in UN Security Council Resolutions 242 and 338.
