The Isaac Accords

The Isaac Accords are an initiative launched by Israeli Prime Minister Benjamin Netanyahu and Argentine President Javier Milei in Jerusalem on April 19, 2026, to expand cooperation between Israel, Argentina, and other like-minded countries in Latin America and the Western Hemisphere. Modeled on the Abraham Accords and conceived by Milei, the framework is intended to strengthen ties among countries that support freedom, democracy, regional stability, security, and economic prosperity. Unlike the Abraham Accords, which focused on normalizing Israel’s relations with Arab and Muslim states, the Isaac Accords are aimed primarily at deepening existing and emerging partnerships between Israel and Latin American countries.

The Accords call for closer coordination against terrorism, anti-Semitism, drug trafficking, and Iran’s efforts to expand terrorist networks and operational influence in the Western Hemisphere. They also seek to strengthen cooperation in international forums and expand partnerships in innovation, technology, trade, economic openness, healthcare, agriculture, water, and security.

The initiative grew out of Milei’s strongly pro-Israel foreign policy and his desire to extend the spirit of the Abraham Accords to Latin America. The Genesis Prize Foundation, which honored Milei with its 2025 Genesis Prize, helped operationalize the initiative by launching American Friends of Isaac Accords and providing $1 million in seed funding. AFOIA initially supported projects in Panama and Costa Rica, with programming expected to expand to other countries. Partner initiatives have included Israel innovation programs, pro-Israel legislative outreach, emergency medical training, public diplomacy, and efforts to combat anti-Semitism.

The Isaac Accords gained momentum in 2026 as other Latin American actors moved toward closer ties with Israel. The Genesis Prize Foundation said Ecuador, Costa Rica, and Paraguay had designated Hamas, Hezbollah, and the Islamic Revolutionary Guard Corps as terrorist organizations. At the same time, Costa Rica signed a free trade agreement with Israel and adopted the IHRA definition of anti-Semitism. The Brazil-Israel Parliamentary Caucus became the first legislative group in Latin America to sign the Isaac Accords Declaration of Shared Principles, creating a framework for cooperation in economic development, innovation, security, and healthcare.

In June 2026, Israel signed a non-binding letter of intent with the Inter-American Development Bank to create an Isaac Accords-linked investment framework for Latin America and the Caribbean. Israeli Finance Minister Bezalel Smotrich said the fund would focus on sectors such as agriculture and food security, water, energy, digital systems, and technology, areas in which Israel has significant expertise.

Later that month, Lawmakers from 12 Latin American countries concluded a three-day conference in Buenos Aires by signing a resolution supporting the expansion of the Isaac Accords. The participating countries included Brazil, Argentina, Venezuela, Ecuador, Colombia, Honduras, Chile, Costa Rica, Guatemala, Paraguay, Uruguay, Bolivia, and Panama. The conference, organized by the Israel Allies Foundation with American Friends of Isaac Accords, brought together more than 20 lawmakers, ambassadors, religious leaders, and political figures, and focused on encouraging more Latin American states to move their embassies to Jerusalem, adopt the IHRA definition of anti-Semitism, and strengthen legislative cooperation against terrorism and extremism. Milei framed the initiative as a moral choice, saying there was “no room for neutrality.” In contrast, Argentina’s ambassador to Israel, Shimon Axel Wahnish, said the accords must show practical benefits for citizens across the region.
