Memo From Harriman to Johnson Regarding Success of Arms Talks with Israel

(March 15, 1965)

Averell Harriman, the ex-Undersecretary of State for Political Affairs, serving as a roving ambassador, met with Israeli Prime Minister Levi Eshkol in March 1965 to discuss Israeli requests for arms. According to a report by Harriman to President Johnson, he was pleased with the results of the talks but warned that the water issue was likely to lead to a clash.
