EILBERG, Joshua, a Representative from Pennsylvania; born in Philadelphia, Pa., February 12, 1921; graduated from Wharton School, University of Pennsylvania, and Temple University School of Law; during the Second World War served in the United States Naval Reserve; practicing attorney in Philadelphia since 1948; assistant district attorney, city of Philadelphia, 1952-1954; elected to general assembly of Pennsylvania in 1954 and every two years thereafter through 1966; majority leader of Pennsylvania house of representatives, 1965-1966; delegate Democratic National Conventions, 1960, 1964, and 1968; Democratic ward leader, fifty-fourth ward, city of Philadelphia; elected as a Democrat to the Ninetieth and to the five succeeding Congresses (January 3, 1967-January 3, 1979); unsuccessful candidate for reelection in 1978 to the Ninety-sixth Congress; is a resident of Philadelphia, Pa.
