The Acting Secretary of State prepared the following talking points for a meeting with Israeli Ambassador Moshe Arens suggesting that Israeli military actions are making it more difficult for a negotiated solution to help the Lebanese regain control over their capital and facilitate the departure of the PLO leaders and fighters.
