U.S. Gives Israel System to Detect Missiles

The system works together with the Arrow anti-missile system and is designed to enhance Israel's early-warning capability. The impetus for the transfer was the expectation that the United States plans to eventually attack Iraq and that Saddam Hussein might respond, as he did in the 1991 Gulf War, by firing missiles at Israel.
