“Expressing serious concern at the lack of implementation by the occupying Power, Israel,
of previously adopted resolutions and recommendations of the Council relating to the human
rights situation in the Occupied Palestinian Territory, including East Jerusalem”

“The Israeli siege imposed on the occupied Gaza Strip, including its closure of border crossings and the cutting of the supply of fuel, food and medicine, constitutes collective punishment of Palestinian civilians and leads to disastrous humanitarian and environmental consequences”

“Welcomes the report of the Independent International Fact-Finding Mission (A/HRC/12/48) [Goldstone Report];

“Endorses the recommendations contained in the report of the Independent International Fact-Finding Mission, and calls upon all concerned parties including United
Nations bodies, to ensure their implementation in accordance with their respective mandates”

“Recommends the General Assembly to consider the report of the Independent International Fact-Finding Mission, during the main part of its 64th session;

“Requests the United Nations Secretary General to submit to the 13th Human Rights Council’s session, a report, on the status of implementation of paragraph 3. above”
Endorses the one-sided and unprofessional Goldstone Report, thereby asking the Security Council to begin proceedings to indict Israel before ICC. Report downplays terrorist nature of Hamas.

Resolution condemns Israel only, making no mention of Hamas and its repeated attacks on civilians, or of state supporters Iran and Syria. Text fails to deal with asymmetric nature of the conflict and ignores Israel’s right to self-defense.

“Reaffirms the…right of the Palestinian people to self-determination…and to establish their…contiguous State…”

“Stresses the need for respect for and preservation of the territorial unity, contiguity and integrity of all of the Occupied Palestinian Territory…”

Prejudges negotiations on core issues of peace process. Redundantly asserts Palestinian claim that Israel already recognized.

Fails to mention role of Hamas terrorism and that of other extremist groups in severely impeding right to self-determination of both Palestinians and Israelis.

Breaches non-selectivity principle by enacting self-determination resolution concerning claim against only one member state.

“Welcomes the recommendation made by the General Assembly to the Government of Switzerland…to reconvene, as soon as possible, a conference of High-Contracting Parties to the Fourth Geneva Convention…”

“Calls upon the High Commissioner to explore and determine appropriate modalities for the establishment of an escrow fund for the provision of reparations to the Palestinians…”

“Decides in the context of the follow up to the report of the Independent Fact Finding Mission to establish a committee of independent experts…”
