Memo by the Secretary of State for the Colonies discussing who should be invited to London to enter negotiations regarding Palestine.
The members of the Arab League were noncontroversial, however, the Palestinian and Jewish delegations were more problematic. The secretary suggested inviting the Arab Higher Committee, but not Haj Amin al-Husseini (The Mufti). The Jewish Agency was also invited, but members in detention and David Ben-Gurion, who the secretary said would have been in detention had he been in Palestine.
